Baldwin Street?

Malcolm Periam sent us this photo. It is believed to have been taken in Baldwin Street, Pill. Malcolm's mother, Nancy Periam (Nee Nancy Swenson) is third from the left in the second row. The photo dates from around 1918.

Anyone know what the occasion was?
